Facilitating Development in the Mackay Region

Facilitating Development in the Mackay Region Policy outlines a number of key incentives and facilitation initiatives to encourage development in our region.

Key focus:

  • Create new jobs and investment

Development that qualifies under the policy will be eligible for the incentives detailed in the applicable schedules:

  • Major development within the Mackay City Centre.
  • Major industry development inside the PIA in Paget, Marian, Mirani, Sarina, Slade Point and Glenella industry areas.
  • Aged care and Retirement living inside the PIA.
  • Rural based and Nature based tourism
  • Commercial and retail development in urban areas
  • Community facilities
  • Residential development in urban areas

Incentives

Dedicated point of contact

The ‘First Point of Contact’ officer will work with project proponents to assess project suitability, facilitate access to the relevant areas of council, calculate the economic benefits and look at support options from project inception to completion.

Accelerated assessment

Council is dedicated to cutting red tape and reducing your time and holding costs by providing accelerated assessment for desirable development applications.

Specific incentives

  • Delayed payment of charges
  • Development application fee refund on completion
  • Service connection fee discount
  • Concessions on car parking rates in the City Centre
  • Reduction in Food License and Trade Waste Fees

Reduced infrastructure charges

Council is offering concessions on infrastructure charges of up to 50% based on the net charge amount for new development in the Mackay City Centre; Paget, Marian, Mirani, Sarina, Slade Point and Glenella industry areas; and for aged care and retirement living. Infrastructure charge concessions of up to 75% are also available to help support rural and nature based tourism development.

Council may consider further reductions in infrastructure charges for applications that will generate significant economic benefits and will diversify the existing economic base of the region.

Application process

1. Engage with Mackay Regional Council’s Economic Development Program to discuss eligibility requirements. Contact us by emailing business@mackay.qld.gov.au or calling 1300 MACKAY (622 529).

2. Submit a Stage 1 - Expression of Interest to provide general information about the applicant, requested incentives and demonstrate that the proposed development will meet the key eligibility criteria.

3. Assessment of Expression of Interest - Following an assessment of the application, Council will provide a written notice to the applicant advising them of the outcomes of the Stage 1 application process.

4. Submit a Stage 2 – Application to demonstrate that the development provides sufficient economic benefit and will meet the relevant eligibility criteria.

5. Formal Assessment - Stage 2 Applications will be assessed by the elected Council with the final recommendation being adopted by Council at an Ordinary Meeting.

All enquiries and information received by Council officers are treated as commercial in confidence and will not be released unless otherwise specifically authorised or as required by law.
