Planning Scheme Policy (PSP) Amendment 3 - Round 2 of PSP Amendment Project

Mackay Regional Council is proposing to amend five PSP’s as part of the second round of the PSP amendment project. The project aims to amend and update all of the PSPs under the Mackay Region Planning Scheme 2017 over 3 rounds of amendments.

Adoption

Council adopted the amendment on February 10, 2021. The amendment will commence on March 1, 2021.

The purpose and general effect of PSP amendment 3 is to amend the following five PSP’s. A summary of proposed changes to each PSP is as follows:

PSP – Subsurface drainage design

Minor adjustments to reflect modern requirements:

  • Clarification around filter materials, geotextile materials, terminology.
  • Addition of subsurface drainage requirements for playground soft fall treatments.
  • Include requirement for design by RPEQ Engineer.
  • Reference to AUSTROADS Guide to pavement technology.

PSP – Structures / Bridge Design

Minor adjustments to PSP – structures / bridge design to reflect modern requirements, including:

  • Added coastal erosion protection structures, boat ramps and other marine structures to elements covered.
  • Added generic requirements that apply to all non-bridge structures (e.g. jetties, boat ramps and revetment walls).
  • Additional requirements added about: safety, low ongoing maintenance, RPEQ design.

PSP – Cycle facilities and pathway design

Minor adjustments to terminology, and requirements include:

  • Terminology changed to now refer to cycle facilities and list various types of facilities.
  • Minimum design standards (widths etc) for bicycle facilities and pathways clarified.
  • Set minimum widths for on-road cycle facilities.
  • Clarified documents to be submitted to council.

PSP – Pavement Design

Amendments include:

  • Clarified that pavements should be designed to allow rehabilitation works to occur or consider whole of life costs.
  • Minor changes or re-working of requirements.
  • Refer to latest guidance material.
  • Clarified documents to be submitted to council.

PSP – Site Regrading

Summary of amendments:

  • Minor adjustments have been made to reflect modern requirements.
  • Clarified flood floor level requirements.
  • Clarified desirable & mandatory slopes.
  • Clarify RPEQ required to certify any batters over 1m high.

Public Consultation

Public consultation on the proposed amendment was undertaken from November 10, 2020, until December 10, 2020. No properly made submissions were received.
