10-year review of the Mackay Region Planning Scheme
Under the Planning Act 2016, Council is required to undertake a review of the Planning Scheme every 10 years.
The 10-year review of the Planning Scheme:
- asessed the effectiveness, currency and performance of the Planning Scheme in achieving the intended planning outcomes for the region to inform whether it should be amended, replaced, or retained without amendment,
- examined the region’s demographic trends, land supply, state planning matters, local strategic priorities and the operation and performance of the Planning Scheme, and
- considered whether key indicators exist that would necessitate the replacement of the Planning Scheme.
Overall, the review concludes that the Planning Scheme:
- remains current, fit for purpose and functioning effectively in practice,
- continues to effectively manage and deliver growth and development across the region,
- has sufficient land supply to accommodate projected growth over the next ten years,
- remains generally aligned with state planning matters,
- remains aligned with local priorities and community aspirations, and
- has remained responsive to changing priorities and circumstances since its commencement in 2017.
In August 2026, Council resolved to adopt the 10-year planning scheme review report and decided to amend the Planning Scheme rather than replace it. The adopted report is available here:
Strategic priorities
Four strategic priorities have emerged from the review, which will guide future amendment packages.
Amendment process
Each amendment package will follow an amendment process required under the Planning Act 2016 and include additional tailored community consultation.
