Planning Scheme Policy (PSP) Amendment 5 - Public Consultation Concluded

Public consultation on PSP amendment 5 ran from 15 December 2023 to 16 February 2024 and has now concluded. Council will consider and respond to submissions before proceeding.

The purpose and general effect of PSP amendment 5 is to amend PSP – Geometric road design and create a new PSP – Operational works application and construction requirements.

A summary of each PSP is as follows:

PSP – Geometric Road Design

The amendments to the PSP – Geometric Road Design will take the version of the document from v1.0 to v2.0. The amendment includes general edits and corrections with the major changes being:

  • Introduction of safe systems approach
  • Introduction of movement and place framework
  • Introduction of new road concept typology cross-sections which support the movement and place approach

Safe systems assessments (SSA) are a holistic design practice to consider how all elements of the road transport system can work together to prevent death or serious injury. A template has been provided for the required report which must be certified by an RPEQ or Road Safety Auditor.

Movement and place is an approach to planning and design that recognises that roads facilitate the movement of people and goods by various modes of transport, as well as provide places for people and activity. This approach builds on the functional road hierarchy by incorporating modal priority with modal mobility and acknowledges that streets and roads provide public spaces that often do more than facilitate movement and access. Movement and place is implemented through a matrix framework, where place values are considered on one axis and movement on the other. The format of documentation required is detailed and will allow typical typologies to be adopted or alternative cross sections to be developed if required to support the movement or place priorities. There are two supporting practice notes that provide illustrated examples of Movement and place assessments for a hypothetical greenfield and brownfield development.

PSP – Operational works application and construction requirements (New PSP)

This new PSP documents and formalises the processes for Operational works applications and the subsequent Operational works – construction applications (formerly known as construction operational works or COW applications).

The PSP predominantly documents existing processes, and includes forms to clearly spell out application material requirements and process. There have been some changes to process which are summarised below:

Operational works - development application materials

  • No substantial changes to process
  • A new lodgement form is provided

Operational works – construction application

  • Details items that the pre-start meeting must cover, including landscaping pre-start
  • Inspection timeframe of 48hrs but 2 week notice of rough timing required for landscape inspections
  • Off maintenance request materials and inspection checklist provided
  • As-con submission requirements – including specific inclusions for different assets discussed
  • Bonds remain unchanged as per current process & forms

The PSP refers to new Inspection and Testing Plan (ITP) checklists, which will provide the minimum hold points, witness points and testing required. These ITP checklists are currently being reviewed and will be consulted upon and adopted separately to this PSP.

Guidance document for landscape documentation 

This Guidance Document for Landscape Documentation guides applicants about how to prepare and present landscaping documentation required to support development applications. Although not a statutory requirement, this document is also being provided for review and feedback.

  • Statement of Landscape Intent
  • Landscape Plan
  • Open Space Maintenance Plan

The OSMP – costed maintenance schedule template and the Open Space Maintenance Activity Specifications documents assist the preparation of an Open Space Maintenance Plan
